Angie is a strategic leader and a systems-thinker who specializes in online education and competency-based education. Having worked for over fifteen years in CBE at several institutions, she has extensive experience in both CBE pedagogy and in the strategic operations of creating and supporting diverse CBE models. Angie Walker has worked at Western Governors University, Salt Lake Community College, University of Utah, and Southern New Hampshire University. Angie holds a Master of Arts in Art History from the University of Utah and a Master of Science in Education with an emphasis on Instructional Design from the University of Wisconsin – Stout.

Lisa McIntyre-Hite is Vice President of Learning Innovation at Guild Education where she leads strategy and operations to ensure all high-quality learning counts and can stack toward a degree (Credit for X & Stackability). She also leads Guild’s Learning Center of Excellence, focused on improving learning outcomes for working adults. Previously, Lisa served as Senior Advisor at Entangled Solutions and Vice President of Partner Strategy and Innovation at Pathstream. She has worked with 75+ institutions and organizations in the U.S. and abroad to conceptualize, pilot, and scale new learning models. Lisa was Executive Director of Learning Innovation at Laureate Education and the founding Dean of Competency-Based Education at Walden University where she developed Walden’s direct-assessment offering, seeing it from pilot-to-scale. Lisa started her career as a high-school teacher and principal and she continues to support high schools working to design and implement equitable learning ecosystems.

Previously she served in several roles at American Public University System where she built competency-based learning opportunities, microcredentials, and the prior learning assessment program. Cali spent over 7 years at the WICHE Cooperative for Educational Technologies (WCET) where she conducted analysis and directed projects aimed at the using technology effectively for teaching and learning. She earned an Ed.D. in higher education administration and M.Ed. in student affairs at Montana State University and a graduate certificate in women’s studies and a B.A. in public relations at Western Kentucky University. Alli Bell is a skilled project manager, strategic planner, policy analyst, and researcher. She is an expert on setting a state and federal policy context conducive to innovative academic delivery models designed to expand educational access and attainment. Over her career, she has worked on a variety of topics, including education finance, student outcomes, innovative educational delivery, adult re-engagement and data systems. Her work focused on providing policymakers and individual school systems with support and expertise to develop programs that increase affordable, accessible and high-quality postsecondary education, particularly for working adults and racial and ethnic minorities. In late 2018, Alli founded Three Arrows Up Consulting, where she is principal. Dr. Tiffany Freeze is a principal consultant for the Competency-Based Education Network and the Chief Assessment Officer at The QuILTSS Institute. She focuses on the design of behaviorally-based assessments and performance-based curriculum for competency-based education programs.  Within these role, Freeze facilitates the build of curriculum using the backward design process to promote learner performance change on the job.  This curriculum design process depends on a curriculum team including subject matter experts (SME), curriculum designers, assessment designers, and instructional designers to create an engaging and competency-based learning experience.  Specifically, Freeze focuses her work on the design of behaviorally-based assessment exercises that require each learner to demonstrate knowledge, skills, abilities, and intellectual behaviors to validate learner competence across a pre-determined and defined set of competency areas.  As part of this work, she manages a team of virtual simulation specialists who are trained to deliver standardized and field validated workplace simulations.  She also trains and certifies teams of assessors to use behavioral assessment methodology and scoring tools to evaluate learner performance.  In 2019, The QuILTSS Institute is positioned to rollout a full workforce launch of piloted programs as well as the initial build and pilot of nine new competency-based education programs.

Freeze also works with organizations and universities seeking a robust assessment architecture as well as intentional and aligned curriculum design to meet program goals.  Freeze provides action steps and guidance to work towards the adoption of a curricular framework, using the backward design model of curriculum planning, creation and validation of competency definitions and levels of mastery, planning and implementation of an assessment strategy, and creation of the learning journey.  Freeze specifically provides guidance on the implementation of an assessment strategy, its intentional alignment across the curriculum, and the buildout of program and course level assessment tools.

Previously, Freeze served as Assistant Dean and Academic Chair in the College of Professional Studies at Lipscomb University where she led the Curriculum and Academic Team to the launch of PACE, Lipscomb’s 126-credit hour competency-based degree program.  She also served as an assistant professor, administrator of Lipscomb’s behaviorally-based CORE Assessment Center, as well as engaged multiple employer partnerships.
 
Freeze spent six years studying at The University of Memphis earning the Master of Arts and Education Specialist degrees in School Psychology as well as the Doctor of Education degree in Applied Behavior Analysis.  She is recognized as a Nationally Certified School Psychologist as well as Board Certified Behavior Analyst with doctoral designation.  She currently serves as President for the Tennessee Association for Behavior Analysis.  Freeze continues to pursue her passion for quality in higher education and preparing learners for success in the workplace.
