Position Summary
The PASI Industry Sector Liaison supports C-BEN’s work under the PASI cooperative agreement, a federal workforce initiative between the U.S. Department of Labor’s Office of Apprenticeship (OA) and the Alabama Commission on Higher Education (ACHE). This is a grant-supported role subject to continued funding from OA and ACHE.
The PASI Industry Sector Liaison is C-BEN’s industry-facing lead for developing and validating NationalOccupational Frameworks within assigned priority sectors. This role builds and maintains relationships with employers, intermediaries, and professional organizations to ensure that NOFs reflect current, accurate occupational practice. Through structured SME panels, sector network mapping, and coordination with intermediaries, the Liaison drives frameworks from initial draft through validation and submission. The Liaison also evaluates opportunities for endpoint assessments and college credit crosswalks, contributes to standards prioritization and continuous improvement, and develops adoption resources that help employers and apprentices put completed NOFs to use.
Rigorous documentation and cross-team coordination are essential to this position. The Liaison maintains production records to support quarterly and annual reporting, tracks progress against grant commitments, and collaborates with industry partners, PASI leadership, and fellow Sector Liaisons to ensure the NOF portfolio meets quality and timeliness standards.
Key Responsibilities
NOF Production and Industry Vetting
Serve as an Industry Sector Liaison for a portfolio of NOFs, assembling and leading SME panels to validate draft frameworks and drive them through the full vetting cycle to OA submission.
- Curate SME panels with balanced representation across practitioners, RTI curriculum providers, and competency researchers; administer standardized reviews and document feedback, recommendations, and revisions.
- Verify sector alignment with OA-funded intermediaries or Pay-for-Performance grantees and coordinate accordingly.
- Evaluate industry demand for end-point assessments and, where viable, coordinate with ACHE and OA on pilot design and structured feedback.
- Screen candidate occupations against existing national standards (NOF, CBOF, NPS, NGS) toconfirm net-new development is warranted, and flag outdated frameworks to ACHE/OA as recommendations.
- Support nomination and prioritization using the NOF Prioritization Tool, documenting occupation-level scoring data.
Sector and Industry Engagement
Build and maintain relationships with employers, industry associations, intermediaries, professional organizations, and working groups across assigned priority sectors.
- Map and leverage employer and intermediary networks, including Pay-for-Performance grantees and DOL-recognized intermediaries, for SME sourcing and framework validation.
- Conduct direct outreach to secure qualified SMEs when occupations fall outside priority sectors or established relationships are unavailable.
- Maintain SME contact and engagement records in C-BEN’s CRM and contribute to continuous improvement of skills working groups and NOF processes.
NOF Adoption Support
- Develop adoption resources for completed NOFs in assigned sectors, such as plain-language one-pagers, employer success stories, and Registered Apprenticeship Academy training modules.
Documentation and Reporting
- Maintain accurate production and engagement records to support C-BEN’s Quarterly Narrative Reports and annual performance reports to ACHE and OA, tracking NOF status, SME panels, vetting cycles, and sector coordination.
- Track progress against production commitments, including net-new NOF output, Job Zone 3-5 nominations, degree-association criteria, and standards-overlap verification.
- Maintain documentation systems that enable timely, accurate reporting across all assigned workstreams.
Collaboration and Strategy
- Collaborate with fellow Sector Liaisons to review SME panel documentation and sector alignment records for quality and timeliness in line with OA and ACHE requirements.
- Surface sector-related insights from skills working groups and NOF development to PASI leadership, ACHE, and OA as appropriate. Qualifications Required
